

Undersecretary, National Authority for Child Care
Usec. Janella Eejrcito Estrada is the Undersecretary of the National Authority for Child Care or NACC. At age 23, Usec. Estrada was elected as the number one City Councilor of the 2nd district of San Juan and was unanimously voted as Vice Mayor thereafter, at age 26. She was also appointed as Chief Operating Officer of the City Anti-Drug Abuse Council.
She earned her degree of Bachelor of Arts major in Political Science at the De La Salle University and completed post graduate programs at Harvard University Kennedy School of Public Governance in Cambridge, Massachusetts, for the Emerging Leaders Executive Education Program and at the National University of Singapore's Lee Kuan Yew School of Public Policy Executive Education on Public Policy: Design and Implementation for Success Program.
Her efforts and dedication to public service have been recognized and highlighted by numerous public and private organizations such as Gawad Sulo, Eastern Police District, and the Gawad Pilipino Duyan ka ng Magiting, Dangal ng Bayan Award” as Outstanding Public Servant.
At the international scene, Usec, Estrada chaired the discussion on the 1993 Adoption Convention during the 5th Session of the Conference on Private International Law (HCCH) Asia Pacific Week held in October 2022, in Manila, Philippines.
During the HCCH Asia Pacific Week last June 25 to 28, 2025 held in Seoul, South Korea, Usec. Estrada took the center stage and highlighted the Philippines’ best practices in the country’s new landscape in administrative adoption.
Usec. Estrada was also nominated in the Women of the Future Awards Southeast Asia for 2023. In February 2024, Usec. Estrada was recognized as one of Rising Tiger Magazine’s People to Watch and was awarded and featured as a leader.
She continues her social protection work through her programs and advocacies for the Filipino people. Her pursuit of the mission to improve the lives of the most vulnerable sector of the society specially the Filipino children is her utmost priority.
